Client duties

Every project — commercial or domestic (with agent).
  • Appoint principal designer and principal contractor in writing where more than one contractor is on site.
  • Provide pre-construction information (site history, surveys, existing services) to designers and contractors.
  • Notify HSE via F10 where construction lasts >30 working days with >20 workers on site at once, or >500 person-days.
  • Ensure welfare facilities (toilets, washing, drying, rest area) are in place before work starts.
  • Allow adequate time and resources in the programme for H&S.

Principal designer duties

Design phase.
  • Plan, manage and monitor pre-construction to eliminate foreseeable risks.
  • Coordinate H&S in the design phase across all designers.
  • Prepare and hand over the H&S file at project end.
  • Liaise with the principal contractor throughout the project.

Principal contractor duties

Construction phase — where more than one contractor.
  • Prepare a written construction phase plan (CPP) before mobilisation.
  • Site induction for every operative and visitor — record signatures.
  • Consult and engage with workers on H&S.
  • Secure the site: fencing, signage, restricted access, PPE required.
  • Provide and maintain welfare (toilets, wash, drying, rest, drinking water).
  • Coordinate contractors and manage interfaces (deliveries, plant, lifting).
  • Update the H&S file for handover to the principal designer / client.

Contractor duties

Every contractor and sub-contractor.
  • Plan, manage and monitor own work — RAMS in place and read to operatives.
  • Only deploy workers with the skills, knowledge, training and experience (SKTE) required.
  • Comply with the principal contractor's site rules and CPP.
  • Provide and inspect PPE; keep records.
  • Report incidents, near-misses and RIDDOR-reportable events.

On-site daily checks

Site supervisor / working foreman.
  • Toolbox talk delivered and signed.
  • Permits (hot works, permit to dig, confined spaces) issued for today's work.
  • Plant pre-use checks completed — MEWPs, telehandlers, excavators.
  • Scaffold weekly inspection in date (Regulation 12, WAH Regs 2005).
  • First-aider on site; first-aid kit stocked.
  • Weather / environmental conditions logged in site diary.
  • Waste segregated; SWMP updated (where used).
